Rules and rates can change. Always verify important financial decisions with the relevant official authority before acting.
What financial changes start in November 2026?
From 1 November 2026: PNB raises credit card cash-advance fees to 2.5% and adds fees on reward redemption and large utility payments; IndusInd Bank starts charging ₹25 for declined card and ATM transactions; Axis Bank movie offers need ₹25,000 quarterly spend; telecom operators must show the caller's registered name; and SEBI's investor-awareness messages become mandatory on broker platforms. Pensioners must submit their life certificate by 30 November, and the ITR deadline for tax-audit cases is 21 November. Bank employees' DA is due for revision — expected near 31%.
Not changing in November: income-tax slabs, GST rates, UPI charges for consumers and small savings rates (unchanged until 31 December). The repo rate stays at 5.50% until the next MPC decision on 4 December. LPG and ATF prices are revised on 1 November — we add the actual figures once announced.

Major Financial Changes from 1 November 2026
Every entry names its issuing authority, effective date and verification date. Old rule changes recycled from earlier years are deliberately excluded.
A. Banking & Credit Card Changes
November's banking changes are bank-level fee and benefit revisions, not RBI rules. They matter only if you hold an account or card with these banks.
| Charge | Before | From 1 Nov 2026 |
|---|---|---|
| Cash advance | 2% | 2.5% (min ₹400 at PNB ATMs, ₹500 elsewhere/overseas) |
| Reward redemption | Free | ₹99 per request |
| Utility payments above ₹50,000 in a cycle | Nil | 1%, capped at ₹2,000 per transaction |
| Cheque / auto-debit bounce | — | 2% of amount, min ₹400 |
| Duplicate statement | — | ₹50 |
GST applies on top of all charges. Late-payment fees are slab-based on the amount due — check PNB's notice for your slab.
IndusInd Bank savings accounts
- ₹25 per POS (card swipe) transaction declined — for example, for insufficient balance.
- ₹25 per withdrawal declined for insufficient funds at IndusInd ATMs.
- ₹50 per cheque returned for non-financial (technical) reasons.
Axis Bank credit cards
- From 1 November: buy-one-get-one movie offers (MY ZONE, SELECT, PRIVILEGE via District; NEO via BookMyShow) and the IndianOil card's 10% BookMyShow discount need ₹25,000 spend in the previous three calendar months. New cards are exempt for the issue month plus three months.
- From 15 November: complimentary memberships on premium cards renew only with your explicit consent.
Bank employees: DA revision
Dearness Allowance under the 12th Bipartite Settlement is revised from 1 November. With July and August CPI-IW published, it is expected near 31% of basic pay (from 27.83%). See Bank DA November 2026 for the estimate by scale.
B. RBI & Interest Rates
What the October hike means this month: repo-linked home and personal loans reprice at their next reset date, and some banks may raise FD rates. Read RBI Monetary Policy October 2026 for the full impact.
Coming later: the RBI's revised rules on customer liability in unauthorised digital transactions take effect from 1 January 2027, not November.
C. UPI & Digital Payments
The new caller name display (CNAP) on mobile calls is the main anti-fraud change this month — useful because most UPI and card frauds begin with a call pretending to be from a bank.
D. Income Tax: Deadlines in November 2026
No income-tax rule or slab changes in November. These are the dates that matter:
| Date | What is due | Who |
|---|---|---|
| 7 Nov | TDS/TCS deposit for October | Deductors |
| 15 Nov | TDS certificates (Form 16A) for July–September | Deductors |
| 21 Nov | ITR for AY 2026-27 — tax-audit cases (extended from 31 Oct) | Audited businesses, firms, LLPs, companies |
| 30 Nov | TDS challan-cum-statement for October (property purchase, rent, certain contractor/professional payments) | Individuals deducting TDS |
| 31 Dec | Belated or revised ITR for AY 2026-27 | Anyone who missed the original deadline |
Transfer-pricing cases have a separate due date — confirm it in the CBDT circular before relying on any summary. Compare regimes with the income tax calculator.
E. GST
No GST rate change. From 1 November, draft amended GSTR-1, GSTR-1A and IFF forms are open for public comments; the new forms are proposed to apply from 1 April 2027. Regular deadlines: GSTR-1 on 11 November, IFF on 13 November, GSTR-3B on 20 November, and QRMP challan payment on 25 November.
F. Savings & Investments
- Small savings: rates are unchanged until 31 December 2026 — PPF 7.1%, NSC 7.7%. See our PPF guide and SCSS guide.
- Stock market: SEBI's investor-awareness messages must appear on broker websites and trading apps from 1 November. No change to charges or margins.
- Fixed deposits: after the October repo hike, watch for FD rate revisions before renewing a deposit. Use the FD calculator to compare.
G. Loan & EMI Impact
EMI Calculator
Rate change impact (optional)
Estimates only. Uses the standard reducing-balance EMI formula on the figures you enter. Your lender's actual EMI may differ because of the day-count convention, the exact reset date, part-prepayments, insurance premiums bundled into the loan, and rounding. "Current rate" for the comparison is taken from the Interest rate field above.
H. Pensioners & Senior Citizens
Life certificate: 1–30 November 2026. Pensioners below 80 must submit it this month; those aged 80+ could do so from 1 October. If it isn't submitted, the pension can stop from December until it is.
- At the bank: visit your pension-paying branch with PPO number, Aadhaar and pension account details.
- Digitally: generate a Jeevan Pramaan certificate with face authentication using the Jeevan Pramaan and AadhaarFaceRD apps, or at a Common Service Centre.
- Doorstep: many banks and India Post Payments Bank offer doorstep life-certificate service.
Senior citizens' savings rates are unchanged this quarter: SCSS and other small savings rates hold until 31 December.
I. What November Means for Salaried Employees
- Central government employees and pensioners: DA/DR is now 63% from 1 July 2026, with arrears — see Central Government DA Hike.
- Bank employees: DA revision from 1 November, expected near 31% — see Bank DA November 2026 and the bank salary calculator.
- Home-loan borrowers: the October repo hike reaches repo-linked loans at the next reset. Use the calculator above.
- Missed the ITR deadline? File a belated return before 31 December 2026.
- Credit card users with PNB or Axis cards: review the revised charges and offer conditions above.
J. For Small Businesses

How Arthzo Tracks Financial Changes
Arthzo monitors official announcements, regulatory notifications and reliable financial reporting. Information is reviewed before being marked as confirmed, and every entry on this page carries the authority that issued it and the date it was last verified.
Market expectations and analyst forecasts are shown separately from confirmed government or regulatory decisions. An expected DA hike is not a DA hike. A scheduled GST Council meeting is not a GST change. A draft RBI circular under consultation is not a rule. This page keeps those apart deliberately, because the most common error in monthly "new rules" coverage is presenting one as the other.
Where reliable information is unavailable for a category, this page says so rather than filling the gap with speculation.
Correction policy: if you find an error, or an official notification that changes anything above, tell us. We correct the page and record it in the update log rather than editing quietly.
