Financial & Economic Changes in India from October 2026
Important changes in banking, taxation, GST, UPI, savings, loans, investments and household finances — explained simply.
Rules and rates can change. Always verify important financial decisions with the relevant official authority before acting.
What financial changes start in October 2026?
Six confirmed changes affect ordinary Indians in October 2026. From 1 October: RBI's revised deposit-rate disclosure rules for banks, SBI's reduced free ATM limit for salary accounts and new BSBD cash-withdrawal charges, PFRDA's revised NPS Point of Presence charges, and mandatory Biometric Aadhaar Authentication for subsidised LPG refills. From 15 October: a 0.4% Merchant Discount Rate on UPI merchant payments above ₹2,000 — paid by merchants, not consumers. Separately, CBDT has extended the tax-audit report deadline to 21 October and the audit-case ITR deadline to 21 November.
Not changing on 1 October: the repo rate (the MPC decides on 7 October), income-tax slabs, GST rates, and UPI charges for ordinary consumers. Small savings rates for October–December were due to be notified on 30 September and are not confirmed at the time of this update.

Major Financial Changes from 1 October 2026
Every entry names its issuing authority, effective date and verification date. Nothing here is included on the strength of a media report alone.
A. Banking Changes
What the RBI deposit rules actually do
The most widely misreported item this month is the RBI's amended deposit-rate directions. They are real, they take effect on 1 October 2026, and they do not raise or lower anyone's FD rate. What changes is disclosure and consistency.
- Before: banks had wide discretion in how deposit rates — particularly on bulk deposits — were quoted and applied, so two customers could be offered different rates on the same day for the same product.
- From 1 October 2026: interest must follow the rate schedule published on the bank's website. Rates must be uniform across branches and customers for similar deposits accepted on the same date. Bulk deposit rates must be published on the bank's website every business day by 10:00 am, with a ten-minute grace period.
- Bulk deposit generally means a term deposit of ₹3 crore or more at a scheduled commercial bank. Banks may still price these differently based on Liquidity Coverage Ratio run-off categories — the flexibility survives, the secrecy does not.
- Senior citizen preferential rates continue. The directions do not remove them.
ATM and cash withdrawal charges
These are bank-level commercial decisions, not RBI rules. SBI is the largest mover this month, and the two changes affect different customers:
| Who | Before | From 1 Oct 2026 |
|---|---|---|
| Salary Package Account holders using other banks' ATMs/ADWMs | 10 free monthly transactions | 5 free monthly transactions |
| Salary Package Account holders using SBI's own ATMs/ADWMs | Existing limits | Unchanged |
| Basic Savings Bank Deposit (BSBD) accounts, branch channel | Existing schedule | 4 free cash withdrawals/month; ₹15 + GST from the 5th |
| All other SBI savings account variants | Existing limits | Unchanged |
For BSBD accounts, "cash withdrawal" counts branch, ATM, micro-ATM, AePS and CASH@POS transactions together. UPI, NEFT, RTGS, IMPS and card payments are not counted — which is the practical escape route for anyone near the limit.
Canara Bank made a comparable change from 1 September 2026, cutting free monthly transactions at its own ATMs for regular savings customers from six to five. Other banks may follow. Check your own bank's service charge page rather than assuming.
KYC and customer protection
No new nationwide KYC rule takes effect on 1 October 2026. The CKYC reuse facility — which lets you reuse previously verified KYC records across participating financial institutions after OTP-based consent instead of resubmitting PAN, Aadhaar and address proof — has been operating since August 2026. Two-factor authentication with at least one dynamic factor has been mandatory on domestic digital payments since 1 April 2026.
B. RBI & Interest Rate Changes
The October MPC decision has not happened yet
The Monetary Policy Committee meets from 5 to 7 October 2026, with the resolution due at 10:00 am on 7 October. No rate decision exists until then. Anyone publishing a repo rate figure for October before that announcement is publishing a forecast, not a fact. Arthzo will update this page after the resolution is released.
| Rate | Level | Status |
|---|---|---|
| Policy repo rate | 5.25% | Unchanged since December 2025; held at the August 2026 meeting (unanimous 6–0) |
| Standing Deposit Facility (SDF) | 5.00% | Unchanged |
| Marginal Standing Facility (MSF) | 5.50% | Unchanged |
| Bank Rate | 5.50% | Unchanged |
| Policy stance | Neutral | Retained in August 2026 |
| RBI FY27 CPI projection | 5.0% | Revised down from 5.1% at the August meeting |
| RBI FY27 real GDP projection | 6.7% | As at the August 2026 review |
How RBI rate changes can affect you
If the repo rate falls
- Repo rate ↓
- Bank funding costs ease
- Loan interest rates may fall
- EMI or borrowing cost may reduce
Repo-linked (EBLR) loans reprice at your loan's scheduled reset date, not on announcement day.
If the repo rate rises
- Repo rate ↑
- Bank funding costs rise
- Deposit yields may improve
- FD and RD become more attractive
Deposit rates are commercial decisions. Banks flush with liquidity may not pass on a rise at all.
Transmission is never uniform. It differs by product, by bank, and by whether your loan is linked to the repo rate (EBLR), to the bank's own MCLR, or to an older base rate. A depositor and a borrower at the same bank can experience the same policy change very differently, and months apart.
C. UPI & Digital Payment Changes from October 2026
Will UPI charges increase for customers?
No. From 15 October 2026 a Merchant Discount Rate of 0.4% applies to specified UPI Person-to-Merchant transactions above ₹2,000. The MDR is paid by the merchant to its acquiring bank. Person-to-person transfers remain free, all merchant payments up to ₹2,000 remain free, and NPCI states that transactions up to ₹2,000 are more than 95% of total UPI merchant transaction volume. This ends the zero-MDR regime that had applied to UPI merchant payments since January 2020.
| Payment type | Change | Effective | Who pays | Who is affected | Status |
|---|---|---|---|---|---|
| P2P (person to person) | No MDR | — | Nobody | No one | Confirmed |
| P2M up to ₹2,000 | No MDR | — | Nobody | No one | Confirmed |
| P2M above ₹2,000 (general) | 0.4% MDR, capped at ₹300 per transaction | 15 Oct 2026 | Merchant | Merchants, acquirers, UPI apps | Confirmed |
| Railways, telecom, insurance, fuel, utilities above ₹2,000 | Flat ₹5 per transaction | 15 Oct 2026 | Merchant | Specified merchant categories | Confirmed |
| Capital markets — mutual funds, securities, brokers | 0.02% MDR, capped at ₹300 | 15 Oct 2026 | Merchant | Brokers, AMCs, investment platforms | Confirmed |
| P2PM micro-merchants receiving up to ₹1 lakh/month | Zero MDR | — | Nobody | Small merchants and street vendors | Confirmed |
What it costs a merchant, in rupees
At 0.4%, a ₹3,000 sale costs the merchant ₹12. A ₹10,000 sale costs ₹40. Because the fee is capped at ₹300, a ₹75,000 transaction attracts the full cap, and anything above ₹75,000 still costs ₹300 — so the effective rate falls as ticket size rises. Revenue is split with issuer banks taking 40% of the 40-basis-point MDR, merchant acquirers 30%, UPI apps 20% and their bank partners 10%.
UPI limits — unchanged
- Person-to-person transfers: ₹1 lakh per day. Unchanged.
- Person-to-merchant, verified categories such as insurance, capital markets, travel and collections: up to ₹5 lakh per transaction and ₹10 lakh per day, in force since September 2025.
- Biometric-authenticated UPI payments: per-transaction limit raised from ₹5,000 to ₹10,000 from 7 August 2026.
- NPCI's user-information masking rules — last four digits of a mobile number only, no number shown on QR payments, non-mobile UPI IDs available — took effect on 4 September 2026.
D. Income Tax Changes & Important Tax Dates
Which tax deadlines fall in October 2026?
21 October 2026 — tax audit report for AY 2026-27 (extended from 30 September 2026). 31 October 2026 — quarterly TDS/TCS statements for the July–September quarter. The audit-case ITR deadline has moved out of October to 21 November 2026. Transfer-pricing cases remain due on 30 November 2026.
The CBDT extension announced on 28 September 2026
| Compliance | Original date | Revised date | Who |
|---|---|---|---|
| Tax audit report | 30 Sep 2026 | 21 Oct 2026 | Taxpayers subject to audit |
| Income tax return (audit cases) | 31 Oct 2026 | 21 Nov 2026 | Taxpayers subject to audit |
| ITR — transfer pricing cases | 30 Nov 2026 | No change | TP-covered taxpayers |
| ITR-1 / ITR-2 (non-audit) | 31 Jul 2026 | Passed | Salaried and other non-audit filers |
| ITR-3 / ITR-4 (non-audit business) | 31 Aug 2026 | Passed | Professionals, proprietors, presumptive filers |
| Belated / revised return | 31 Dec 2026 | No change | Anyone who missed their due date |
CBDT announced the extension by press release on 28 September 2026 and stated that a formal order giving effect to it would be issued separately. This extension applies only to taxpayers covered by the audit provisions. It does not reopen the non-audit deadlines that have already passed.
Which law applies to which year
This trips people up in 2026, so it is worth stating plainly. Returns for Assessment Year 2026-27 — the ones due now — relate to income earned in FY 2025-26 and are governed by the Income-tax Act, 1961. The Income-tax Act, 2025 took effect on 1 April 2026 and applies to income from tax year 2026-27 onward, which you will file in 2027. The new Act replaces the "previous year / assessment year" pair with a single Tax Year, and renumbers sections throughout.
What has not changed
- Income tax slabs: no change in October 2026. Slab changes come through the Union Budget.
- TDS and TCS rates: no nationwide rate change takes effect in October 2026.
- Capital gains: no confirmed change effective October 2026.
- Advance tax: the next instalment (cumulative 75%) is due 15 December 2026, not in October.
One dated item worth knowing if a property deal is in progress: from 1 October 2026, resident individual and HUF buyers purchasing immovable property from a non-resident seller no longer need a TAN and can deposit TDS using their PAN through a challan-cum-statement. Company and firm buyers still need a TAN. This is a procedural relief announced in the Union Budget 2026-27 — TDS rates and the buyer's liability are unchanged.
E. GST Changes from October 2026
The 57th GST Council meeting is on 7 October 2026 — its decisions do not exist yet
The meeting was originally set for 12 September 2026 and was rescheduled because of the BRICS Leaders' Summit in New Delhi. The revised schedule was notified by Office Memorandum F. No. 1392/57th GSTCM/GSTC/2026 dated 6 September 2026: officers' meetings on 5 and 6 October, and the Council meeting on Wednesday 7 October 2026 from 11:00 am, chaired by the Union Finance Minister.
This is a proposal and expectation stage. Reported agenda themes — easing registration, refunds and audits, input tax credit relief, intra-group ITC transfer, and the long-pending question of bringing electricity and natural gas within GST — are expected topics, not decisions. Nothing becomes a rule until the Council recommends it and CBIC notifies it. Treat any "new GST rates from October" claim as unverified until that notification exists.
What applies right now
- Rate structure: the two-tier structure of broadly 5% and 18%, with 40% on a short list of sin and luxury goods and the 12% and 28% slabs removed, has applied since 22 September 2025 following the 56th Council meeting. No new rate schedule has been notified for October 2026.
- Monthly returns: GSTR-1 by 11 October and GSTR-3B by 20 October 2026 for the September period, subject to your filing frequency and state.
- Three-year time bar: the statutory limit on late filing is enforced on the portal. Once the window closes on an old return period, it closes permanently — the change that has hurt small businesses most in 2026.
- Invoice Management System and hard-locked GSTR-3B liability continue to govern input tax credit at invoice level.
- Compensation cess was discontinued on specified goods from 1 February 2026.
F. Savings & Investment Changes
| Scheme | Rate p.a. | Rate behaviour |
|---|---|---|
| Public Provident Fund (PPF) | 7.1% | Floating — a change applies to your whole balance |
| Senior Citizen Savings Scheme (SCSS) | 8.2% | Locked at the rate on the day you open it |
| Sukanya Samriddhi Yojana (SSY) | 8.2% | Floating |
| National Savings Certificate (NSC) | 7.7% | Locked at purchase |
| Kisan Vikas Patra (KVP) | 7.5% | Locked at purchase; matures in 115 months |
| Post Office Monthly Income Scheme | 7.4% | Locked at opening |
| Post Office Savings Account | 4.0% | Floating |
| Post Office Time Deposit — 5 years | 7.5% | Locked at opening |
| Post Office Recurring Deposit — 5 years | 6.7% | Locked at opening |
The distinction in the right-hand column matters more than most coverage admits. If rates are cut, an existing SCSS or NSC holder is unaffected — the rate was fixed on the day they opened it. A PPF or SSY holder is affected immediately, across the entire balance. If rates are raised, the position reverses.
EPF and mutual funds
- EPF: 8.25% for FY 2025-26, approved by the Central Government in June 2026 — the third consecutive year at this rate. The FY 2026-27 rate will be decided towards the end of that year. The EPF Scheme, 2026 replaced the 1952 scheme from 30 June 2026 without changing contributions or entitlements.
- Mutual funds: no major change takes effect on 1 October 2026. The SEBI (Mutual Funds) Regulations, 2026 took effect on 1 April 2026, separating the Base Expense Ratio from statutory levies and brokerage. The SEBI nomination framework for new single-holder demat accounts and MF folios took effect on 1 September 2026.
- One dated operational item: under a SEBI circular of 17 July 2026 extending SWP and STP standing instructions to mutual fund units held in demat form, depositories must publish the standard operational framework by 31 October 2026. Investor-facing rollout follows in phases through April 2027.
G. Loan & EMI Impact
Check your EMI and a possible rate change
EMI Calculator
Rate change impact (optional)
Estimates only. Uses the standard reducing-balance EMI formula on the figures you enter. Your lender's actual EMI may differ because of the day-count convention, the exact reset date, part-prepayments, insurance premiums bundled into the loan, and rounding. "Current rate" for the comparison is taken from the Interest rate field above.
What a borrower should actually do this month
- Find your loan's benchmark and reset date on your sanction letter or statement. Most borrowers do not know whether they are on repo-linked (EBLR), MCLR, or a legacy base rate.
- If you are on a legacy benchmark, ask your bank for the switch-over cost in writing and compare it against the interest saved over your remaining tenure.
- Read your credit card issuer's revised terms rather than a summary. The 2026 reward devaluations have been category-specific — rent, utility and insurance spends most often — so whether you are affected depends entirely on where you spend.
- Remember that credit information companies now receive fortnightly reporting, so a missed EMI reflects in your bureau record within about two weeks.
H. What October 2026 Means for Salaried Employees
- If you bank with SBI on a Salary Package Account, your free monthly transactions at other banks' ATMs and ADWMs drop from 10 to 5 from 1 October 2026. Transactions at SBI's own machines are unchanged.
- If you joined NPS through a bank branch or other Point of Presence, the revised PFRDA charge structure applies from 1 October 2026 — ₹200 one-time onboarding per PRAN, recovered at ₹50 a quarter, plus 0.20% a year of assets under management.
- If you are a central government employee or pensioner, DA stands at 60% of basic pay, effective 1 January 2026. The July 2026 instalment has not been announced. Historically the Cabinet announces it between September and November, with arrears from 1 July paid alongside a subsequent month's salary. Nothing is confirmed until the Cabinet decides.
- If you missed an ITR deadline, the belated route stays open until 31 December 2026 with late fee and interest. The 28 September extension applies only to audit cases.
- Your EPF earns 8.25% for FY 2025-26. No action needed.
Checklist
- Check your bank's revised ATM and withdrawal charges for October
- If you hold NPS through a PoP, read the revised charge schedule on their website
- Check whether your home loan reset date falls after the 7 October MPC decision
- If your ITR is still unfiled, file belated before 31 December 2026
- Confirm your LPG connection's Biometric Aadhaar Authentication is complete
- Review FD maturities falling on or after 1 October against the bank's published rate card
I. Changes Important for Senior Citizens
- FD rates: the RBI's 1 October directions improve disclosure, not returns. Preferential senior citizen rates are not removed. If a deposit matures on or after 1 October, check the bank's published rate card before letting it auto-renew — automatic renewal at a lower prevailing rate is the most common avoidable loss for depositors.
- SCSS: 8.2% for the July–September quarter. Because SCSS locks the rate on the day you open the account, a future cut would not affect an existing account. The October–December notification was due on 30 September and is not yet confirmed.
- Pension and DR: Dearness Relief is revised at the same rate as DA. The July 2026 instalment has not been announced.
- LPG: if Biometric Aadhaar Authentication is not complete, subsidised refill booking pauses from 1 October until it is done. Authentication can be completed at the doorstep when the delivery person arrives, at the distributor's showroom, or through the oil company's mobile app.
- Cash withdrawals: if you hold an SBI BSBD account opened through a branch, four cash withdrawals a month remain free; the fifth onwards costs ₹15 plus GST. Branch, ATM, micro-ATM, AePS and CASH@POS withdrawals all count toward that four.
J. Changes Important for Small Businesses
The UPI MDR change is the one that matters
From 15 October 2026 you pay 0.4% on UPI merchant payments above ₹2,000, capped at ₹300. Before assuming it applies to you, check three things:
- Are you a P2PM micro-merchant? NPCI describes small merchants as those receiving up to ₹1 lakh a month through UPI QR codes. Those transactions attract zero MDR.
- Is your category on the flat-fee list? Railways, telecom, insurance, fuel and utilities pay a flat ₹5 per transaction above ₹2,000 instead of the percentage.
- What proportion of your sales are above ₹2,000? If your average ticket is ₹400, this change costs you nothing. If you sell electronics or furniture, model it properly.
Operational parameters, fee distribution and category-wise caps are set by the UPI and Services Steering Committee headed by NPCI. Watch for the formal circular and any clarification on GST treatment of MDR before you reprice anything.
Other business-relevant items
- Cross-border service payments: from 1 October 2026 the RBI shifts responsibility for validating the legitimacy of cross-border service payments onto commercial banks, which must independently verify contracts and trade data rather than relying on central bank caution lists. If you import or export services, expect more documentation requests from your bank.
- Tax audit: report due 21 October 2026, ITR due 21 November 2026 for audit cases.
- TDS/TCS quarterly statements for July–September are due 31 October 2026.
- GST: GSTR-1 by 11 October, GSTR-3B by 20 October. Council decisions from the 7 October meeting will not apply until notified.
K. How October 2026 Changes May Affect Your Monthly Budget
| Area | Possible change | Household impact | What to check |
|---|---|---|---|
| Loan EMI | No rule change. MPC decision due 7 October. | None in October unless your reset date falls this month | Your benchmark (EBLR or MCLR) and reset date |
| Fixed deposits | Rate disclosure rules from 1 October; rates themselves unchanged by rule | Neutral — better comparison, not better returns | The bank's published rate card before renewing |
| LPG | Biometric Aadhaar Authentication mandatory for subsidised refills from 1 October | High if unauthenticated — the implicit subsidy was about ₹210 per 14.2 kg cylinder in September 2026 | Whether your connection's authentication is complete |
| Banking | SBI free ATM limit cut for salary accounts; BSBD withdrawal charges revised | Low to medium — depends entirely on how often you withdraw cash | Your account variant and monthly withdrawal count |
| UPI | MDR on merchant payments above ₹2,000 from 15 October | None directly for consumers — merchants pay | Whether any merchant tries to add a UPI surcharge |
| NPS | Revised PoP charges from 1 October | Low — ₹200 one-time per PRAN plus 0.20% a year of AUM, if you joined via a PoP | Whether you joined through a PoP or through e-NPS |
| Tax | Audit deadlines extended; no slab or rate change | None for most salaried households | Whether you are in the audit category |
| Small savings | October–December rates due 30 September; not confirmed at this update | Unknown until notified | The Finance Ministry notification, then this page |
L. Economic Backdrop
Developments, not rule changes. They shape the environment the rules above operate in.
Growth
Real GDP grew 7.8% in the April–June quarter of FY 2026-27, released by MoSPI on 31 August 2026, against 6.9% in the same quarter a year earlier. Nominal GDP grew 10.3%. Gross Fixed Capital Formation — a proxy for investment — grew 11.9% at constant prices, against 5.8% a year earlier, and agriculture and allied activity grew 3.6%. The print comfortably beat the RBI's 7% projection for the quarter. Full-year FY 2025-26 growth was 7.7%, the strongest in three years, and the RBI projects 6.7% for FY 2026-27.
Inflation
CPI inflation rose to 4.82% in August 2026 from 4.45% in July, on the 2024 base series, released by the NSO on 14 September 2026. Food inflation was 5.95%. Rural inflation at 5.23% ran well above urban at 4.31% — the gap matters, because food and fuel weigh more heavily in rural budgets. Jewellery alone contributed roughly 0.71 percentage points to the headline. Tomato prices were down about 31% year on year. September CPI is released on 12 October 2026 at 4:00 pm, three working days after the MPC decision.
Headline inflation is now above the RBI's 4% target though inside the 2–6% tolerance band, and the RBI lowered its FY27 CPI projection to 5.0% at the August review.
External position
Foreign exchange reserves rose by a record $44.9 billion to $785.7 billion in the week ended 4 September 2026, driven by dollar inflows through the RBI's concessional swap window, particularly FCNR(B) deposits. That window for fresh FCNR(B) deposits closed on 31 August 2026, earlier than its original 30 September end date, after inflows overshot expectations. The parallel swap schemes for external commercial borrowings and overseas foreign currency borrowings run to 31 December 2026.
Crude has been the pressure point, trading above $90 a barrel through the West Asia conflict, against an import bill in which crude is more than two-thirds of the total. A weaker rupee raises the cost of imported goods, foreign travel and overseas education, and works the other way for exporters, IT services firms and NRIs remitting home.
What this means for ordinary people
Growth near 7% supports credit availability, hiring and wage growth. Inflation above target reduces the likelihood of near-term rate cuts, which matters more to borrowers than to depositors right now. For savers, 7.1% on PPF against 4.82% inflation still leaves a positive real return; 4% in a savings account does not.
M. Important Dates — October 2026
Verified dates only. Items marked in amber are scheduled events whose outcome is not yet known.
Deliberately not listed: monthly LPG and ATF price revisions on the 1st. Oil marketing companies revise these every month; the direction and amount are unknown until announced, so Arthzo records the actual revision in the update log rather than predicting it.
N. Do You Need to Take Any Action?
If you are a bank customer Monitor
Check your account variant against your bank's revised service charges. If you hold an SBI Salary Package Account or a branch-channel BSBD account, the October changes apply to you. Everyone else at SBI is unaffected, and other banks are revising independently.
If you have a home loan Monitor
Nothing changes on 1 October. The MPC decides on 7 October and any effect reaches your EMI at your loan's next reset, not on announcement day. Use the month to confirm your benchmark and reset date.
If you have an FD Monitor
No rate change by rule. If a deposit matures on or after 1 October, check the published rate card before renewing rather than letting it auto-renew. Senior citizen preferential rates continue.
If you are a taxpayer Action required
Audit cases: report by 21 October, return by 21 November. TDS/TCS statements for July–September by 31 October. If you are not in the audit category and missed your deadline, file belated before 31 December 2026.
If you run a business Action required
Model your UPI exposure above ₹2,000 before 15 October. Check whether you qualify as a P2PM micro-merchant. Keep GSTR-1 and GSTR-3B on schedule, and expect more documentation on cross-border service payments.
If you use UPI No action required
Nothing changes for you. P2P transfers stay free, merchant payments up to ₹2,000 stay free, and MDR above that is paid by the merchant. If a merchant adds a UPI surcharge, question it.
If you are a senior citizen Action required
Confirm your LPG Biometric Aadhaar Authentication is complete — without it, subsidised refill booking pauses from 1 October. Then review any FD maturing after 1 October before it auto-renews.
If you hold NPS Monitor
Revised PoP charges apply from 1 October if you joined through a Point of Presence such as a bank branch. If you joined and contribute through e-NPS or D-Remit, PoP charges do not apply. Dormant accounts are excluded from the annual charge.

P. Frequently Asked Questions
What financial changes are coming in October 2026?
Six confirmed changes. From 1 October: RBI's revised deposit-rate disclosure rules, SBI's reduced free ATM limit for salary accounts and revised BSBD cash-withdrawal charges, PFRDA's revised NPS Point of Presence charges, mandatory Biometric Aadhaar Authentication for subsidised LPG, and a shift of cross-border service payment validation onto banks. From 15 October: a 0.4% MDR on UPI merchant payments above ₹2,000, paid by merchants. Separately, CBDT extended the tax-audit report deadline to 21 October.
What banking rules change from 1 October 2026?
The RBI's amended Interest Rate on Deposits directions take effect across commercial banks, small finance banks, regional rural banks, payments banks, local area banks and urban co-operative banks. Interest must follow the schedule published on the bank's website, rates must be uniform across branches for similar deposits accepted on the same date, and bulk deposit rates must be published daily by 10:00 am with a ten-minute grace period. Separately, SBI's own service charge changes take effect the same day.
Is the RBI repo rate changing in October 2026?
The repo rate is 5.25% and has been unchanged since December 2025. The Monetary Policy Committee meets from 5 to 7 October 2026, with the decision announced at 10:00 am on 7 October. No decision exists before that. Any repo rate figure being reported for October ahead of the announcement is an analyst forecast, not an RBI decision.
Will home loan EMIs change?
Not because of any rule taking effect on 1 October. If the MPC changes the repo rate on 7 October, repo-linked (EBLR) loans reprice at their next scheduled reset date, which varies by borrower — typically quarterly. MCLR-linked loans transmit more slowly. Your EMI can also change in October for reasons unrelated to policy, such as your lender revising its own spread.
Will FD rates change?
Not by rule. The RBI's 1 October directions change how rates are disclosed and applied, not what they are. Banks continue to set deposit rates commercially. The directions do not remove senior citizen preferential rates. Small savings scheme rates for October–December 2026 were due to be notified on 30 September 2026 and are not confirmed at the time of this update.
Are UPI charges changing?
Yes, for merchants. From 15 October 2026, specified UPI Person-to-Merchant transactions above ₹2,000 attract a 0.4% Merchant Discount Rate capped at ₹300. Railways, telecom, insurance, fuel and utilities pay a flat ₹5 per transaction above ₹2,000. Capital market transactions pay 0.02%, capped at ₹300. This ends the zero-MDR regime in place since January 2020.
Will customers have to pay UPI charges?
No. MDR is paid by the merchant to its acquiring bank. Person-to-person transfers remain free, and all merchant payments up to ₹2,000 remain free — NPCI states these are more than 95% of total UPI merchant transaction volume. Micro-merchants receiving up to ₹1 lakh a month through UPI QR codes pay nothing. Whether an individual merchant tries to pass the cost on through pricing is a separate commercial matter.
What GST changes apply from October 2026?
None have been notified. The 57th GST Council meeting takes place on 7 October 2026 in New Delhi, rescheduled from 12 September because of the BRICS Leaders' Summit. Reported agenda themes include registration, refunds, audits and input tax credit, but these are expected topics, not decisions. Nothing becomes a rule until the Council recommends it and CBIC notifies it.
What income-tax changes apply?
No slab, TDS, TCS or capital gains rate change takes effect in October 2026. What changed is timing: on 28 September 2026 CBDT extended the tax audit report deadline for AY 2026-27 from 30 September to 21 October, and the ITR deadline for audit cases from 31 October to 21 November. Transfer pricing cases remain due 30 November.
What are the important tax deadlines in October 2026?
21 October 2026 — tax audit report for AY 2026-27. 31 October 2026 — quarterly TDS and TCS statements for July–September. The audit-case ITR deadline has moved out of October to 21 November 2026. The next advance tax instalment is due 15 December 2026.
Are small-savings interest rates changing?
Unknown at the time of this update. Rates for the October–December 2026 quarter were due to be notified by the Finance Ministry on 30 September 2026. The July–September rates — PPF 7.1%, SCSS 8.2%, SSY 8.2%, NSC 7.7%, KVP 7.5%, POMIS 7.4% — were held unchanged for the ninth consecutive quarter, and PPF has been at 7.1% for 25 consecutive quarters. Arthzo will update this page once the notification is published.
What changes affect senior citizens?
The LPG Biometric Aadhaar Authentication requirement from 1 October is the most consequential — without it, subsidised refill booking pauses. FD rate disclosure improves from the same date without changing rates, and senior citizen preferential rates continue. If you hold an SBI branch-channel BSBD account, four cash withdrawals a month remain free with ₹15 plus GST from the fifth. Dearness Relief for pensioners will rise whenever the July 2026 DA instalment is announced, which has not happened yet.
What changes affect salaried employees?
SBI Salary Package Account holders lose half their free monthly transactions at other banks' ATMs, dropping from 10 to 5. NPS subscribers who joined through a Point of Presence face revised charges. Central government employees await the July 2026 DA instalment, with DA currently at 60%. EPF is credited at 8.25% for FY 2025-26, unchanged.
What changes affect small businesses?
The UPI MDR from 15 October is the main one, at 0.4% on merchant payments above ₹2,000, capped at ₹300, with zero MDR for micro-merchants receiving up to ₹1 lakh a month through QR codes. From 1 October, banks take on responsibility for validating cross-border service payments, which means more documentation if you trade in services. GSTR-1 is due 11 October and GSTR-3B 20 October.
What should I check with my bank in October 2026?
Four things. Your account variant against the revised service charge schedule. Your free ATM transaction count if you hold a salary package account. Your FD maturity date and the bank's published rate card if anything matures on or after 1 October. And your loan's benchmark and reset date, so you know when — and whether — the 7 October MPC decision reaches your EMI.
How Arthzo Tracks Financial Changes
Arthzo monitors official announcements, regulatory notifications and reliable financial reporting. Information is reviewed before being marked as confirmed, and every entry on this page carries the authority that issued it and the date it was last verified.
Market expectations and analyst forecasts are shown separately from confirmed government or regulatory decisions. An expected DA hike is not a DA hike. A scheduled GST Council meeting is not a GST change. A draft RBI circular under consultation is not a rule. This page keeps those apart deliberately, because the most common error in monthly "new rules" coverage is presenting one as the other.
Where reliable information is unavailable for a category, this page says so rather than filling the gap with speculation.
Correction policy: if you find an error, or an official notification that changes anything above, tell us. We correct the page and record it in the update log rather than editing quietly.
Official Sources
For any rule that affects your money, go to the source rather than a summary — including this one.
News sources are used for context and for locating primary documents. They are not treated as the rule-maker. Where this page relies on a press release rather than a gazette notification — as with the 28 September CBDT extension — that is stated in the entry.
