How to File a Bank Complaint in India: RBI Ombudsman Rules, Compensation & Every Bank's Helpline
The RBI's new Integrated Ombudsman Scheme (RB-IOS 2026) came into force on July 1, 2026 — raising maximum compensation to ₹33 lakh but cutting your filing window to just 90 days. Here is the complete, verified escalation playbook.
₹33 lakhMaximum compensation under RB-IOS 2026
90 daysNew deadline to reach RBI Ombudsman (was 1 year)
14448RBI toll-free helpline (IVRS 24x7)
30 daysTime your bank gets to resolve first
The one rule that changed everything: under the old 2021 scheme you had up to 1 year to escalate to the RBI Ombudsman. From July 1, 2026, you have only 90 days from the date your bank's 30-day response window expires (or its last communication, whichever is later). Many websites still quote the outdated 1-year rule — do not rely on it.
Step by step
The 4-Level Bank Complaint Escalation Ladder
Complain to your bank 30 days
File in writing — branch, customer care number, or the bank's online complaint portal. Always collect the complaint/reference number and acknowledgment. The bank must resolve or respond within 30 days.
Escalate inside the bank GRO → PNO
Unsatisfied? Escalate to the Grievance Redressal Officer / Regional Nodal Officer, then the Principal Nodal Officer (PNO). If the bank rejects your complaint fully or partially, its independent Internal Ombudsman must review it automatically before the final reply.
File with the RBI Ombudsman Within 90 days
If the bank rejects, replies unsatisfactorily, or stays silent for 30 days — file free of cost at cms.rbi.org.in (Hindi or English) or call 14448. One nation, one Ombudsman: no need to find a specific office.
Award, appeal, or court ₹33 lakh max
The Ombudsman can award up to ₹30 lakh for consequential financial loss plus ₹3 lakh for harassment, mental anguish, lost time and expenses. Either party can appeal an Award to the Appellate Authority within 30 days.
RB-IOS 2021 vs 2026
What Changed on July 1, 2026
Old scheme vs new scheme at a glance
RB-IOS 2021 (till June 30, 2026)
- Filing window: 1 year (1 year + 30 days if no reply)
- Financial loss compensation: up to ₹20 lakh
- Harassment compensation: up to ₹1 lakh
- Complaints filed before July 1, 2026 continue under this scheme
RB-IOS 2026 (from July 1, 2026)
- Filing window: 90 days only
- Financial loss compensation: up to ₹30 lakh
- Harassment compensation: up to ₹3 lakh (max total ₹33 lakh)
- No cap on underlying dispute value; Deputy Ombudsmen get wider powers; rural co-operative banks now covered
Note: compensation is not automatic. You must show that the bank's deficiency in service directly caused a measurable financial loss or hardship, with documents.

Spot fake complaint portals: RBI has moved every Indian bank to the exclusive .bank.in domain (deadline: October 31, 2025). Genuine sites look like sbi.bank.in, pnb.bank.in, hdfc.bank.in, icici.bank.in. If a "bank complaint" website doesn't use .bank.in or a known legacy official domain, treat it as phishing.

Quick answers
Frequently Asked Questions
Can I complain directly to the RBI without contacting my bank?
No. Under RB-IOS 2026 you must first file a written complaint with your bank and keep proof. Only if the bank rejects it, replies unsatisfactorily, or stays silent for 30 days can you approach the RBI Ombudsman — and then within 90 days.
Is filing a complaint with the RBI Ombudsman free?
Yes, completely free. File online at cms.rbi.org.in, by email/post, or via the toll-free helpline 14448. No lawyer is needed — the process is designed to be non-adversarial, and you can represent yourself.
Which institutions can I complain against under RB-IOS 2026?
Banks (including regional rural banks and, newly, state/district central co-operative banks), eligible urban co-operative banks, NBFCs with assets of ₹100 crore or more, non-bank prepaid payment instrument (wallet) issuers, and credit information companies such as CIBIL.
What happens to a complaint I filed before July 1, 2026?
It continues under the old RB-IOS 2021, including its compensation limits and any appeal or award execution. Only complaints filed on or after July 1, 2026 fall under the new scheme.
How long does the RBI Ombudsman take to decide?
Most complaints are targeted for resolution within 30–60 days of successful registration, depending on complexity. Deputy Ombudsmen now have wider powers to settle and close cases faster.
